The Netherlands is a country located in Northwestern Europe with overseas territories in the Caribbean. The capital is Amsterdam and the seat of government The Hague. About half the country's area is below sea level, making the famous Dutch dikes a requisite for efficient land use. Reclamation of land from the sea through dikes has continued through recent times. Wooden windmills helped to drain water from the land for over 600 years. Today there are other sources of flood control and sources of power. The Dutch plan to have 10 percent of the country’s energy needs supplied by renewable energy, including wind turbines, by 2020. The climate of the Netherlands is temperate, with gentle winters, cool summers, and rainfall in every season.
