Budding is done in August.
Here I show how to clone a variety. The purpose of the rootstock is to control vigour / growth.(The ultimate size of a mature tree depends on the rootstock that feeds it. )

It is also possible to use budding to add more than one variety of the same fruit, thus making a 'family tree' or a 'fruit cocktail tree'
